摘要：2019年全面启动了汽车制造行业、锅炉行业排污许可证的申请与核发，在申请过
程中出现诸多问题，应完善污染物排放标准体系，做到环境影响评价、污染物排放标准与排污许可有效衔接。为此，在文中通过对相关文件的查阅与分析，对当前汽车制造行业、锅炉两个行业排污许可证申请与核发进行分析。在此基础上，提出了环评与排污许可衔接的建议。为环评与排污许可的衔接提供借鉴。

Abstract：In 2019， the application and issuance of the pollutant discharge permit for the automobile manufacturing industry and the boiler industry was fully launched.Many problems occurred during the application process. The pollutant discharge standard system should be improved to achieve environmental impact assessment， pollutant discharge standards and discharge permits effective convergence.Therefore， by consulting and analyzing the relevant documents， this paper analyzes the application and issuance of pollution license in automobile manufacturing industry and boiler industry.On this basis， suggestions are put forward for the connection of environmental assessment and emission permit.It can provide reference for the connection of environmental assessment and emission permit.

我国正处于工业化中后期，污染源量大、面广且仍在高速增长，污染源管理是我国目前管理的重心[1]。目前，我国基本建立了以排污许可证申请与核发技术规范为核心的排污许可技
术支撑体系，建成了全国统一的排污许可管理信息平台，实现了污染源全过程管控[1]。2019年，全面启动了22个行业排污许可证的申请与核发，汽车制造行业、锅炉名列其中。
