PSC检查介绍及重点一、港口国监督的定义港口国监督(PORT STA TE CONTROL,简称PSC)也称港口国控制、港口国管理、港口国检查。
它是指世界各地的港口国当局对抵港的外国籍船舶实施的以确保船舶和人命安全,防止海洋污染为目的,以船舶技术状况、操作性要求、船舶配员、船员的生活和工作条件为对象的专门检查。
二、世界主要PSC组织为了杜绝有缺陷、低标准船舶的航行,1982年巴黎备忘录各成员国率先开展了PSC。
目前,开展PSC的国家和地区很多,已形成对抵港外国籍船舶进行安全检查的世界范围的网络。
主要的PSC组织还有:拉美PSC协议(1992.11)、亚太地区PSC谅解备忘录(TOKYO MOU,1993.12)、加勒比海地区PSC谅解备忘录(1996.2)和地中海地区PSC谅解备忘录(1997.7)。
我国是亚太地区谅解备忘录(TOKYO MOU)的成员国。
除区域性PSC组织外,国家性PSC组织也在不断发展和普及。
发达国家利用其经济和科技上的优势,对PSC的程序越来越严,标准越来越高,范围越来越大。
美国的PSC机构是美国的海岸警卫队(USCG),依照美国法律实施PSC检查,其总部设在华盛顿。
澳大利亚的PSC机构是“AUSTRALIAN MARITIME SAFETY AUTHORITY”(简称AMSA)。
该机构在澳15个港口设有验船师办公室,负责对抵港外国船舶进行监督检查。
AMSA执行PSC 条款较严格,当发现较大缺陷后,将滞留船舶在澳强制修理直至缺陷消除。
三、港口国监督的内容和权限1、港口国监督依据(公约要求对港口国检查的规定)在现行的国际公约中分别赋予港口国当局对船舶进行监督检查的职权,明确规定,船舶抵达外国港口后,港口当局有权(但不是必须)对船舶进行监督检查:1974年国际海上人命安全公约附则第一章19条;经1978年议定书修正的1973年国际防止船舶造成海洋污染公约第5条;1966年国际载重线公约第21条;1978年国际船员培训、发证和值班标准公约第X条;1976年商船最低配员标准公约。
第一章定义和常用缩略语一、定义1. 近些年,值班人员休息时间的问题越来越引起人们的注意。
鉴于PSC检查结果和一些事件的发生,巴黎和东京备忘录连同其它一些备忘录,决定组织一次联合检查以验证10个针对STCW公约要求的选择项清单。
3个月期间,共进行了4041次的集中检查和调查问卷。
共发现912个与集中检查相关的缺陷记录,并且有16艘船舶因为休息时间的问题被直接滞留(占被滞留的14%)。
巴黎备忘录秘书长表达其严重关切:“过去几年里,值班人员休息时间不足已导致了好几起事故的发生。

滞留的船舶当中,11艘(占70%)为杂货/多用途船,3艘(19%)为散货船,1艘为集装箱船和1艘其他船型。
记录分析显示,大多数缺陷都与未正确记录休息时间有关,共有449起(占11%),值班人员休息时间不足有203起(占5%),驾驶台未保持正规瞭望共有101起(占3%)。
此外有21次检查发现配员水平(人员数量和构成)不符合最低安全配员证书要求。
被滞留最多的船旗是摩尔多瓦旗,共有3次与集中大检查相关问题被滞留。
检查还发现,有1268艘船舶采用2班倒的航行值班模式,其中有13艘船舶被滞留。
此次集中大检查是与东京备忘录联合开展。
其他一些合作谅解备也在此期间进行相同的集中检查。
